PETRONAS expands its presence in Turkmenistan

The company has signed new agreements with the state-owned Turkmennebit Group and the state-owned Khazarnebit enterprise, expanding its presence in the Caspian Sea.

Moscow, June 22 – Neftegaz.RU. PETRONAS Carigali (PC), a subsidiary of Malaysia’s PETRONAS, has been awarded two new subsoil blocks on Turkmenistan’s continental shelf.

PC has signed new agreements with the state-owned Turkmennebit Group and the state-owned Khazarnebit enterprise, expanding its presence in the Caspian Sea and growing its portfolio of upstream projects in the country. The following agreements were signed:
  • a Production Sharing Agreement (PSA) covering offshore blocks 19 and 20 – Petronas Carigali will acquire a 100% interest, which, as noted, marks its entry into new exploration areas in Turkmenistan;
  • a cooperation agreement to conduct 2D 2D Seismic Studies for the Northern Offshore Blocks to fill existing data gaps.

The PSA was signed by PETRONAS chief operating officer and executive vice president & chief executive officer of upstream, Mohd Jukris Abdul Wahab, on behalf of PC(T)SB, and chairman of Turkmennebit, Guvanch Agajanov, and director of Hazarnebit, Esetov Amanmuhammet. The CA was signed by Mohd Jukris Abdul Wahab and Guvanch Agajanov.

The milestone coincides with the official visit of the Prime Minister of Malaysia, YAB Dato' Seri Anwar Ibrahim, to Turkmenistan, reflecting the enduring relationship between the two countries and three decades of collaboration built on mutual trust, shared aspirations and sustained value creation through the energy sector.

In parallel, a framework agreement on long-term cooperation for the development of hydrocarbon resources of Turkmenistan was formalised between the government of Malaysia, represented by minister of economy, YB Tuan Haji Akmal Nasrullah Mohd Nasir, and the government of Turkmenistan, represented by Guvanch Agajanov in his capacity as the deputy chairman of the cabinet of ministers of Turkmenistan.

The agreement provides a framework for exploring broader areas of collaboration, including the potential development of the Galkynysh field, as well as opportunities across downstream and adjacent sectors such as oil refining, gas processing and gas chemicals.

The signing ceremony was witnessed by the prime minister of Malaysia, YAB Dato' Seri Anwar Ibrahim, and the president of Turkmenistan, his excellency Serdar Berdimuhamedov.

On June 19, PETRONAS celebrated the 30th anniversary of its operations in Turkmenistan. Since 1996, the company has been developing Block 1 in the Caspian Sea under a PSA. On May 14, 2025, this agreement was substantially revised and significantly expanded in terms of scope and application. In addition, PETRONAS owns a gas processing plant and an onshore gas terminal (GTPOGT) in Kiyanly.
