Ust-Luga, December 30 - Neftegaz.RU. DL E&C announced today that the company signed a $1.3 billion contract for Russia's Baltic Chemical Complex (BCC).
The South Korean builder is in charge of design and equipment procurement.

DL E&C received an order from China National Chemical Engineering No. 7 Construction Company (CC7), the original contractor with BCC, to build a gas chemical plant in Russia.

Ust-Luga is one of Russia's major port cities, just 110 km southwest of St. Petersburg, and a large-scale investment is currently underway.
Yoo Jae-ho, head of DL E&C's plant business division, said:
  • This project is very meaningful as it won a large-scale order in the Russian market, which has been considered a difficult barrier for Korean construction companies
  • We will further strengthen our digital innovation and BIM-based design capabilities to firmly establish differentiated competitiveness in the Russian market, which is expected to expand in the future
Among the GPC’s most important marketable products will be ethane, a valuable raw material for the gas chemical industry.
The GCC will have a capacity of over 3 million tons of polymers per year – the largest output by a single facility worldwide.
The Complex for processing ethane-containing gas (CPECG) will consist of 2 major enterprises:
  • The 1st of them is the integrated complex for natural gas processing and liquefaction; the project operator is RusKhimAlyans, a JV of Gazprom and RusGazDobycha
  • The 2nd one is the gas chemical complex technically affiliated with the GPC; the project operator is Baltic Chemical Complex, a subsidiary of RusGazDobycha
RusGazDobycha said it expects to complete 1st-phase construction of the GCC during 4th-quarter 2023, with 2nd-stage construction to wrap in 4th-quarter 2024.
