The problem is that existing thermal power plants in Russia use mainly boilers designed and constructed decades ago. At the time, the major task of engineers and operational staff was to ensure efficient fuel combustion meaning high efficiency, low losses, long-term failure-free operation. The environmental issue was left unaddressed. This has contributed to the fact that these days the power generation accounts for about 14% of total air emissions.
Nowadays, in addition to high efficiency and fail-safety, new requirements are defined for equipment.
