Was born January 12, 1957 in Moscow.
He graduated from the Moscow State Institute of International Relations in 1980.
After graduation he was a diplomat at the Soviet Embassy in Czechoslovakia.
In the years 1986-1987 - Attaché, Third Secretary of the Office of European socialist countries Soviet Foreign Ministry.
In 1992-1993 - Second Secretary, First Secretary of the Embassy of Russia in Czechoslovakia.
1993-1997 - Head of Department, Head of Department, Deputy Director of the Ministry of Foreign Affairs of the Russian Federation.
