He was born in 1949 in the Perm region, village Volim.
In 1974 v graduated from the Kirov Ural Polytechnical Insitute in Sverdlovsk, profession v engineer-physicist. He began his working career in 1974 at the Sredneuralsk machine building plant where worked up to 1975 as an engineer-technologist.
In 1975-1983 v senior engineer-technologist of the Ural electro-chemical plant.
In 1983-1991 v occupied different positions (from a controller to the chief engineer) at the administration of main gas pipelines of the Kurgan region.
In 1991-1992 v deputy chairman of the cooperative union "Poisk" (Nadym City, the Tumen region).
In 1994-1995 v general director of the combination "Rifei" (Ekaterinburg City)
In 1996 v he wad elected deputy of the representative Chamber of Sverdlovsk region legislative committee.
Since March, 1997 v deputy of RF State Duma, member of the group "Russia is our home". Member of the committee on Industry, construction, transport and power, chairman of the subcommittee on fuel resources.
