In 1972 - graduated from Novosibirsk Institute of Railway Transport Engineers. Profession v railways exploitation.
In 1990 he graduated from the Academy of People-s Economy.

In 1972-1978 - worked as an assistant station master on duty , station master on the Eastern - Siberian railroad.
In 1978-1984 - deputy head of the Voronezh department of South-Eastern railway.
In 1984-1994 - he was deputy head of the Murmansk department, head of the Leningrad v Finland department of the Oktiabrsk railway.
In 1994-1997 - deputy Minister of RF means of communication.
Since 1997 - Minister of RF means of communication.
On May, 12, 1999 he was appointed first vice-premier of RF Government.
Upon retirement of the Stepashin government (August, 1999) he was acting first vice-premier.
On August, 19, 1999 he was appointed first vice-premier of the RF Government.
