Born in 1948 in Lignitsa (Poland). In 1972 v graduated from Voronezh State University. In 1972-86 v worked in the Ukhtinsk geological expedition. In 1986-1990 v chief geologist of the Polar-Ural production geological department. From 1990 to 1996 v occupied different positions at the State committee on ecology. In 1996-1999 v RF first deputy Minister of natural resources, state representative of the gold mining enterprise "Lenzoloto" (Irkutsk).
Since August, 1999 v RF Minister of natural resources. Master of geological minaralogical sciences.
