Born in 1957 in Cheliabinsk.
In 1979 - graduated from Cheliabinsk Polytechnical Institute, qualification - economy and construction. Also graduated from the Academy of People's economy (Moscow). Master of economic sciences, author of a number of scientific works.
In 1990 - was elected deputy of Cheliabinsk city soviet of People's deputies.
In 1991-96 - vice-governor of Cheliabinsk region.
In 1997 - President representative on Cheliabinsk region.
In 1997-98 - deputy Minister of Finances of the Russian Federation.
In 1998 - vice-premier of RF Government.
In 1998-99 - first deputy Minister of Finances.
Since May, 1999 - first deputy Chairman of RF Government.
Since January, 2000 - deputy Chairman of RF Government.
Married, has three children.
