Graduated from the Lomonosov Moscow State University, qualification - economist.
In 1981-82 - laboratory assistant of the labor defense department of the Timiriazev Moscow Agricultural Academy.
From 1982 to 1983 - turner at the research institute of non-organic materials.
In 1983-88 - student of the Lomonosov Moscow State University.
In 1988-91 - practical researcher, junior scientific assistant of the USSR Economy Institute attached to the Academy of Sciences.
In 1991-93 - senior scientific assistant of economic and political research center.
In 1993-95 - Deputy of the State Duma, member of the State Duma committee on economic policy.
On December, 17, 1995 - was reelected Deputy of the State Duma. Chairman of the subcommittee on investments into natural resources of the State Duma, one of the authors of legislation on natural resources.
