Biography

He was born on May, 9, 1958 in the village of Chedino, the Marlosadsk district, the Chuvashia repiblic.

In 1980 he graduated from the Kazan State University, the law department and worked as a junior Assistant at the Chuvasia Ulyanov State University. In 1982 he began his post-graduate studies at the Institute of Government and Law, the Science Academy of the USSR and in 1985 he received the degree of Candidate of Law. In 1985-1989 he worked as an assistant lecturer and principal lecturer at the Chuvashia Ulyanov State University.

In 1989 he was elected the USSR People`s deputy, and till 1990 he was Chairman of the legislation sub-committee of the USSR Supreme Soviet Committee. In 1990 he was appointed RSFSR Minister of justice. He held this position till 1993.

In May-December 1993 he headed the Moscow city Bar. In 1993 he was elected President of the Chuvashia Republic and at the same time he was Deputy of the RF State Duma.

In 1996 as the President of the Chuvashia Republic he became member of the Federation Soviet of the RF Federal Meeting, where he holds the position of the Deputy Chairman of the international issues Committee. He is also Federation Soviet representative in the Parliamentary Assembly of the Eurpoe Council.

He published more than 100 works (including books) on the problems of law policy, economics, freedom of speach, democracy and self-government.

He is fond of reading (Dostoyevsky, Lermontov), music (Beethoven, Tchaikovsky, Rakhmaninov, Sviridov), cinema. He speaks German and English very well.

He lives and works in .Cheboksari.
