Born in 1947.
Graduated from Moscow electro-mechanical technical school, then from Tumen Industrial Institute. Began working activity in 1966, worked as a turner on the plant 'Maiak'.
In 1970 - began working at 'Shaumneft' Co where he worked as a driller assistant then - head of oil and gas output department.
In 1979-80 - worked as a deputy director in 'Uraineftegaz' Co.
In 1980-85 - chief engineer, then chief technologist of the production department on Western Siberia of Oil Ministry.
In 1985- 92 - deputy head, chief engineer of the central dispatcher administration (CDA) 'Oil'.
In 1992-99 - director of CDA 'Oil'.
In July, 1999 - appointed to the post of first deputy Minister of RF fuel and power.
