The statement says:
"The mojahedin have carried out a successful sabotage operation. They blew up and destroyed two main gas pipelines leading to Moscow - the ones from the Caucasus and Kazakhstan. A power station that heats water for Moscow was also blown up. In all, 60 artillery shells were used in this sabotage operation."
"The objective of this sabotage operation was to temporarily stop gas supply to the Russian capital in order to bring to a halt to Moscow's heating system. However, the Russian authorities have stopped gas supplies to Belarus, Ukraine and elsewhere and directed that gas to Moscow."
"The operation was carried out on the morning of 18 February, but the Russian authorities have highly classified any reports about sabotage."
"The assertions of the Russian authorities that the reason for halting the gas supply to Belarus was its debt is nothing but a bluff since the gas supply (in the middle of winter!) to Kaliningrad (Russia's westernmost region), Poland and other regions was also stopped. We refute these statements as false and dishonest."
"Any reports about the operation undermine the image of the Kremlin regime in the lead-up to the (March presidential) election, in addition to problems that it will face for breaching its contractual obligations to gas consumers."
"The entire sabotage operation in the vicinity of Moscow was taped on a video cassette which we will soon hand over to journalists."
