Iran will not conclude bi- or trilateral agreements on the Caspian, it is ready to ink only a pentalateral agreement on the legal status of the sea.
Mehti Safari, Iranian special representative for the Caspian, made this statement during a press conference in Baku. "We will not ink bi- or trilateral agreements on the Caspian as Azerbaijan, Kazakhstan and Russia have done it. We do not acknowledge these agreements, but we will ink a pentalateral agreement on the status of the sea when an appropriate consensus is reached between all parties."
In his view, bi- or trilateral agreements on the Caspian only complicate reaching the pentalateral consensus on its status, because the Caspian must be regarded as a closed sea and therefore its problems must be resolved on the level of all littoral states.
"As per our methodology of dividing the Caspian, based on the international principles, the Iranian sector must contain 20.4% of the total area and we stick to this position," Safari said.
