Sakhalin subcontractors have been accused of violating numerous public health regulations by the Russian government.
Federal and regional legislation norms relating to living conditions, catering, health service and waste disposal are ignored at a liquefied natural gas plant and at temporary accommodation for gas pipeline construction workers, Boris Darizhapov, acting chief public health official of Sakhalin Region, said today.
Sakhalin Region's Gossanepidnadzor public health regulator has issued 15 orders to stop using these facilities, with as many protocols on sanitary violations having been drafted. Eleven engineers have been suspended from their jobs. "The checks revealed outrageous facts of mass pediculosis cases in builders' settlements. An outbreak of food poisoning caused by catering violations took place in the Tayger-Amur subcontracting company," Darizhapov said.
Drinking water supply violations have been revealed at Sakhalin Energy's Molikpak sea platform. Discharge of untreated sewage into the open sea has also been registered.
These violations are acquiring social significance in Sakhalin, deputy governor Lyubov Shubina said. With the beginning of a full-scale development of offshore fields, workers from other Russian regions as well as from abroad are coming to the island. However, subcontractors, as a rule, do not make the information about their workers' state of health public.
"Given the revealed violations, we will not be making allowances for anyone. The regional public health commission intends to demand that Russian and foreign companies strictly observe Russian laws," Shubina added.
