Authorities have seized cars and computers from residents in Vladivostok, Russia who have not paid their electricity bill.
A spokesmen for the Dalenergo electricity company said that the measures are being taken against people who owe the company between R17,000 and R30,000 [600 and 1050 dollars] for electricity and heating.
