UN Countries Dislike US Position

The United States faced misgivings from other members of U.N. Security Council.
Tuesday they were discussing plans of power hand over to an Iraqi interim government on June 30, and particularly over the powers of the U.S.-led force and its duration of stay in Iraq.
France, Germany, Russia and China expressed their willing to have some changes to a U.S.-British drafted resolution on Iraq's transition.

French Foreign Minister Michel Barnier said he supposed that the draft should be discussed and improved.

By the way, U.S. and British leaders say they take their troops out of Iraq if it is necessary, but this is not a part of the resolution.

The resolution presented to the Security Council members on Monday is an integral part of President Bush's plan for stabilizing Iraq and creating a democratic state there. Bush is striving to gain greater international support.

It would endorse the formation of a sovereign interim Iraqi government but allow U.S.-led forces to take "all necessary measures" to keep the peace and fight terrorism.

Some nations, including France and Germany, want an expiration date to be set for the multinational force and then the right to renew the force if the Iraqis agree.
