A United Nations panel has reached conclusion that the US-led occupation authority failed to maintain proper control over Iraq's oil production, so it did not know how much oil has been missed since Saddam Hussein was deposed.
The International Advisory and Monitoring Board also said there were "important weaknesses" in the work of US officials in Iraq of up to $20 billion in Iraqi funds, mostly from oil sales.
The UN panel now wonders how large contracts paid out of Iraqi funds were given to US firms without competitive bidding, as it happened with oilfield services group Halliburton.
