Ukraine's natural gas company Naftogaz said there were no immediate plans to divert Europe-bound gas to supply Ukrainian customers.
But officials held out the possibility they might do so if reserves run low.
Ukraine still did not paid off its $600-million gas debt to Russia.
On Monday Gazprom announced gas supply cuts of about 25 per cent. Gazprom spokesman Sergei Kupriyanov announced an additional 25 per cent cut on Tuesday evening.
A spokesman for Naftogaz said earlier Tuesday that the company could begin diverting transit gas to deliver to Europe for the needs of Ukraine, if the second cut were imposed.
"Ukraine has moral right to do so", said Naftogaz.
