Speaking before a gathering of the German Marshall Fund in Washington, Rice vowed that the United States and Europe "will resist any Russian attempt to consign sovereign nations and free peoples to some archaic 'sphere of influence' " and "will not allow Russia to wield a veto over the future of our Euro-Atlantic community."
She was really critical in her report on recent international affairs, saying that Russia has taken a dark move in its development, where a "paranoid, aggressive impulse" is evident. This will lead Russia to "self-imposed isolation and international irrelevance", Rice states.
The speech seemed intended to leave behind the administration's assessment of U.S.-Russian relations -- and to serve as a warning to Moscow.
Another American official U.S. Defense Secretary Robert Gates announced on Thursday that Russia will encounter a violent response, if it attacks Georgia after it joins NATO.
At the same time, Gates thinks that NATO need to proceed with some caution, he urged his allies not to respond provocatively to Russian actions in relation to Georgia.
Russian officials and the press haven't give any comments on that.
