Someone Finally Says It

According to Russia's Vice Foreign Minister, Viktor Kalyuzhny, Turkey has intentionally detained exports of Russian oil via the Bosporus.

Viktor Kalyuzhny made a speech at the Turkiog-2004 oil & gas conference in Istanbul and said that Turkish powers restricted tanker passage via the Bosporus and also detained Russian exports to speed up the realization of the BTC pipeline.
