Russia Pessimistic About Caspian Sea Plans

The special envoy of the Russian President for Caspian affairs stated that Russia does not share the optimism of other Caspian countries about construction of the oil pipeline on the floor of the Caspian Sea. According to Deputy Foreign Minster Kalyuzhny, "there is an objective probability that as a result of an unforeseen circumstance irreparable damage may be incurred on ecological safety of the Caspian Sea."
Kazakhstan and Azerbaijan are the authors of the idea to build the oil pipeline on the floor of the Caspian Sea. They plan to build the pipeline from Aktau to Baku under condition that Kazakhstan will transport at least 20 million tons of oil a year through it.
