Beginning in October, the state of Alaska will offer oil and gas drilling leases for up to 350,000 acres of state-managed waters along the whole coast north of the Arctic National Wildlife Refuge, Alaska Gov. Frank Murkowski (R) announced this morning.
By law, the state manages waters up to three miles offshore. State administrators can enact land-use policies without the Alaska Legislature's approval.
"It's a solid answer to America's energy shortage," Murkowski said at a Washington, D.C., press conference this morning. "It sends a very strong message that we are not going to be held hostage by OPEC."
