Rosneft won an auction on August 17 that was held by the Krasnoyarsk Krai Territorial Agency for Resource Use (Krasnoyarsknedra) for the promising Kulinda oil and gas parcel in Evenkia.
The winner had offered 1.56 billion rubles for the right to study and extract the hydrocarbons in that parcel. Three companies submitted bids in the auction: Gazprom, Rosneft and Slavneft-Krasnoyarskneftegaz.
The starting bid for the lump-sum payment for use of the resources was set at 130 million rubles; the bid increment was 10 percent of the starting bid, and the fee for participating in the auction was 570,000 rubles.
Under the terms of the licensing agreement, which will be concluded very soon, the auction winner is given nine years to explore for and certify reserves, and during the following two years the winner must begin industrial development.
The area of the Kulinda parcel, which is situated in Tunguska-Chunsky Raion (southeastern Evenkia), is 3,600 sq. km. Predicted recoverable category D1 resources total 200 million tons of hydrocarbons.
