Azerbaijan will build a new oil and gas refining complex by 2019, SOCAR Vice-President for Refining David Mamedov told members of the Caspian-European Integration Business Club Friday.By the end of September, the technical and economic assessment report for the new facility is to be completed he said, adding that it would be built in the Garadag district of Baku.Mamedov said the new complex will include deep refining for Azerbaijan hydrocarbon resources, specifically natural and associated petroleum gas and crude.
Products will include oil products, motor fuels and lubricants as well as new petrochemicals based on oil products and gas refining. The complex will also have its own power station. According to preliminary assessments (based on population and vehicle forecasts for 2050), the facility will process 40 billion cubic meters of gas a year and about 15 million tons of crude.The complex is expected to attain full capacity by 2018-2019.
