Tatarstan President Rustam Minnikhanov held a meeting in Nizhnekamsk regarding the TANECO project the implementation on December 24, 2016.
The working visit started with touring the constructed facilities of the NPiNHZ Complex and familiarizing with the work progress at the installations of naphtha hydrotreatment, isomerization and CDU/VDU-6, where the Republic of Tatarstan President was accompanied by Nail Maganov, General Director of TATNEFT, Shafagat Takhautdinov, Assistant to the President of the Republic of Tatarstan on the Oil Industry, Rinat Sabirov, Assistant to President of the Republic of Tatarstan and other officials.
After inspecting the construction sites Rustam Minnikhanov held a meeting on the implementation of the TANECO project, where the leaders of the construction and commissioning organizations discussed the production and operation results of the Complex, as well as the issues of the further project development. Presentations were delivered by Leonid Alekhin, General Director of TANECO, and Nikolai Zaikin, Head of the TATNEFT’s Construction Projects Implementation Department (URPS).
The expected volume of petroraw feedstock processing at the facilities of TANECO will amount to 8.7 million tonnes in 2016.
Average refining depth index for the year will amount to 84.6 percent with the of light oil products amounting to 77.8%.
By and large, the amount of the petroraw feedstock processed since the beginning of the first phase comprehensive testing of the Complex will be 42.6 million tonnes.
Leonid Alekhin pointed out that plans for processing of hydrocarbon raw materials, manufacturing and shipping of oil products were fulfilled.
During the 2016 the industrial and the environmental safety of existing and new facilities was provided for. Target indicators of the Refining and Petrochemicals Production Complex development during the year were aimed at fulfilling the work associated with the construction completion and comprehensive testing of the delayed coker unit and the naphtha stabilization equipment.
The number of employees of TANECO has grown to 3,316 persons. The proportion of workers, professionals and employees is 90 per cent.
All in all, there were 293 persons given employment at TANECO in 2016 and the work is underway on staffing the newly commissioned installations.
According to the report of Nikolai Zaikin, TATNEFT Company fully funded the construction of new facilities at the TANECO Complex, spending more than RUB 27 billion for this purpose.
In organizing the supply of equipment and materials the stake had been made on the Russian manufacturers.
At the moment, there are about 250 contracting organizations operating at the construction sites of the Complex, which employ about 3.8 thousand persons.
In 2017 URPS of TATNEFT plans to fully complete the construction and installation work at the sites of naphtha isomerization, hydrotreatment of diesel fuel, kerosene, heavy coker gas oil, the complex of aromatics production and CDU/VDU-6, and then begin commissioning, followed by putting the mentioned units into the comprehensive testing mode.
The new year will also witness comprehensive testing completion of the delayed coker and the naphtha splitter to obtain the report on conformity.
Summing up the meeting, Rustam Minnikhanov thanked the staff of the Company for good work, emphasizing that the refinery complex is a unique industrial facility on a national scale.
It is necessary to provide for timely commissioning of new facilities in 2017 to ensure the expected economic effect.
At the end of the event, Rustam Minnikhanov and Nail Maganov congratulated the audience on the occasion of the coming 2017 New Year and presented awards to distinguished employees.
