Mexico's state oil monopoly, Petroleos Mexicanos (Pemex), would like to form "strategic alliances" with foreign oil majors for deep-water exploration in the Gulf of Mexico, its director-general Raul Munoz stated.

The announcement comes as Pemex pushes for a major advance in production from its current level of 3.4m barrels per day.

The bulk of current production comes from mature fields discovered about two decades ago.

Mr Munoz said the future of Mexico's oil industry lay offshore and "we lack the technology and the financial resources" to go it alone.

However, Mexico's constitution states all hydrocarbons belong to the state, and legislators have shown little appetite for energy reform. Analysts say the handful of companies with deep-water capabilities would be unwilling to undertake the risks without being able to book reserves.
