New Vice President for upstream of OAO NGK Slavneft was appointed

Victor Saveliev, ex-Director of the Exploration and Resource Base Development Directorate, ОАО Gazprom Neft, was appointed new Vice President for Upstream, ОАО NGK Slavneft. He superseded Alexander Zhargin who terminated his powers as he was engaged by another company.

Victor Saveliev, ex-Director of the Exploration and Resource Base Development Directorate, ОАО Gazprom Neft, was appointed new Vice President for Upstream, ОАО NGK Slavneft. He superseded Alexander Zhargin who terminated his powers as he was engaged by another company.


Victor A. Saveliev was born in Almetievsk in 1963. He took his degree in Geology and Oil and Gas Field Exploration in the Kazan State University. He is a Doctor and Professor of Geology and Mineralogy.


In 1985-1986, he worked as a geologist in the Kolpashevo oil and gas exploration expedition (Tomsk region). From June 1986 to April 1994, he worked in TatNIPIneft, where he started as an engineer and was promoted to the acting Director of the Exploration Department. In 1994, he commenced working in UdmurtNIPIneft, where he successively occupied positions of the Head of the Geology Laboratory, Deputy Director for Research and Scientific Work. In June 1999, Victor Saveliev was appointed Minister for Fuel, Energy and Communication of the Udmurt Republic. In 2000-2006, he occupied the position of Deputy Chairman of the Udmurt Republic Government. In 2006-2008, he worked in ОАО NK RussNeft as Vice President for Geology and Oil and Gas Field Development. In March 2008, he became Director of ООО Gazpromneft Scientific and Technical Center. In February 2009, he was appointed Head of the Geology and Exploration Directorate, ОАО Gazprom Neft. In 2011, he was promoted to Director of the Exploration and Resource Base Development Directorate, ОАО Gazprom Neft.


А. Zhargin was appointed Vice President for Upstream of ОАО NGK Slavneft in February 2007. Over the five years he headed the Upstream Block, the Company managed to significantly reduce the hydrocarbons production decline rates. The Company’s oil production decline rates amounted to 6.4% and 3.5% in 2008 and in 2009, respectively. In 2010, the indicator dropped to 2.8%, and made only 1.5% in 2011. Despite the fact that most of the Slavneft fields are at the final development stage, all necessary assumptions were created to stabilize the annual oil production at the level of 18 mln t in 2007-2012. Moreover, the Company achieved dramatic success in the resource base development within the period specified. Over the recent 5 years, a lot of new hydrocarbon deposits were discovered at the Slavneft license areas, production operation of three new fields (Taylakovskoye, Lugovoye, Zapadno-Ust-Balykskoye) was started, the exploration drilling efficiency was continually increasing, the annual С1 reserves increment was exceeding the oil production volumes.
