Russia's State Parliament approved a bill that upheld a monopoly on gas exports held by Gazprom, disappointing Europe.
Approval by the upper house, the Federation Council, was considered a foregone conclusion and the Kremlin-backed measure would become law once signed by President Vladimir Putin.
